Heilongjiang Province will also improve the road traffic technology monitoring system and facilitate the passage of new energy vehicles through the number plate automatic identification system.

Heilongjiang Province will speed up the construction of new energy vehicle charging facilities, integrate charging facilities construction and supporting power grid construction and transformation into urban planning, and form a public parking space with urban residential parking spaces and residential parking spaces. The temporary parking space on the road is equipped with a charging facility as an auxiliary, supplemented by a city charging station and a power station, with a moderately advanced and well-placed charging facility service system.
