In key air pollution prevention and control areas, it is necessary to actively strive for the state to increase natural gas distribution targets and give priority to the promotion of natural gas, methanol, and other clean energy transformation coal-fired industrial boilers. In industrial parks where heat demand is concentrated, encourage the construction of cogeneration projects and high-efficiency pulverized coal boilers, and gradually phase out decentralized coal-fired industrial boilers. In coastal areas, the use of LNG, CNG, etc. is encouraged to transform coal-fired industrial boilers. In the industrial agglomeration areas such as chemical industry, papermaking, printing and dyeing, tanning, and pharmaceuticals, accelerating the central heating in industrial parks and realizing the “one district and one heat source”. In the rural areas where the grain and cotton production areas are located, the use of waste straws, fruit tree branches, etc., is encouraged to promote the conversion of small-scale coal-fired industrial boilers to biomass fuels. In regions with abundant solar energy resources, the use of solar thermal technology is encouraged to transform coal-fired industrial boilers.

In addition, the steel, building materials, coal, and chemical industries in Hebei Province are relatively large in scale, and will strengthen the recovery of waste heat, residual pressure, and combustible gas in these areas, such as the recovery of waste heat from furnaces such as metallurgical heating furnaces, building rotary kiln, and glass kilns.
