According to the relevant plans for comprehensive prevention and control of heavy metal pollution, China will focus on preventing and controlling the pollution of five heavy metals including lead, mercury, chromium, cadmium, and arsenic. It is planned that by 2015, the emissions of the five major heavy metal pollutants in key regions will be reduced by 15% compared with 2007, and that of the five major heavy metal pollutants in non-key regions will not exceed the level in 2007. The five industries of heavy non-ferrous metal mining, heavy non-ferrous metals smelting, lead battery manufacturing, leather and its products, chemical raw materials and chemical manufacturing are listed as key prevention and control industries.

The petrochemical federation’s work plan shows that the prevention and control of mercury pollution and chromium pollution is one of the key tasks for the petrochemical industry this year. According to statistics, China's polyvinyl chloride (PVC) industry consumes more than half of the country's mercury and is the country's largest mercury consumer industry. Chromium slag (chromium-containing solid waste) produced in China's chromium salt industry is the leading cause of chromium pollution.

Last year, the Petrochemical Federation and China Chlor-Alkali Industry Association have promoted a series of policies issued by the government to provide policy protection for mercury pollution prevention and control. For example, the Ministry of Environmental Protection has promoted the "Circular on Strengthening the Prevention and Treatment of Mercury Pollution in PVC Produced by the Calcium Carbide Process and Associated Industries" and assisted the National Development and Reform Commission in clarifying the high mercury catalyst in the "Guidance Catalogue for Industrial Structure Adjustment (2011 Edition)". The phase-out plan promoted the Ministry of Industry and Information Technology to issue the chemical industry standard “Low-Mercury Catalyst for Vinyl Chloride Synthesis”. According to the plan, by 2015, the penetration rate of low mercury catalysts in the calcium carbide process PVC industry will reach 100%; the calcium carbide process polyvinyl chloride production projects newly constructed, rebuilt or expanded must all use low-mercury catalysts; high-mercury catalysts (mercury chlorides) More than 6.5% of the content) and the use of high-mercury catalyst acetylene polyvinyl chloride production equipment have all been eliminated.

This year, the petrochemical industry will continue to strengthen its research on environmental economic policies, and promote the integration of government policies and measures such as sewage charges, taxation, and environmental protection verification of listed companies with mercury pollution prevention and control; at the same time, coordinate and solve the integration of low mercury catalyst production and waste mercury catalyst recovery. The issue of distribution and qualifications, efforts to achieve a closed cycle of mercury resources in the industry to reduce the consumption of mercury. In addition, a low mercury catalyst promotion plan will be formulated, a manual for the use of low mercury catalysts will be prepared, and technical exchanges and training will be conducted to guide the PVC industry to phase out high-calcium catalysts in a planned manner. At the same time, the petrochemical industry will also strengthen the pace of scientific and technological breakthroughs and industrialization of mercury-free catalysts, and eventually achieve the mercury-free production of the PVC industry.

For the prevention and control of chromium pollution, Wu Mingxi, president of the China Inorganic Salt Industry Association, made it clear that it will strictly solve the problem of chromium pollution in accordance with national requirements.

Last year, the Inorganic Salt Association completed the investigation of backward chromium salt production capacity and the accumulation of chromium slag, and started the shutdown or relocation project of chromium salt production enterprises in environmentally sensitive areas, and found out the chromium contamination of soil and groundwater in these areas. This year, the inorganic salt industry will continue to take substantive steps in the treatment of chromium slag, chromium-bearing soil and groundwater, and will cooperate with the Ministry of Industry and Information Technology to revise and publish the “Chromium Salt Industry Clean Production Implementation Plan” and organize the development of clean production technology for the chromium salt industry. Consultation and promotion of application work.

At present, the Inorganic Salt Association puts forward the corrective measures for the chromium salt industry and the timetable for the treatment of chromium residues: Before the end of 2012, enterprises that failed to meet the “three wastes” treatment should be rectified within a time limit, and all enterprises that are still not up to the deadline will be shut down, and pollution will be fully developed. The non-toxic soil treatment work; before the end of 2013, the calcium roasting process was completely phased out; before the end of 2014, all the chromium residue left over from history was treated non-toxic or comprehensively, and all chromium salt production enterprises reached the advanced level of cleaner production; before the end of 2015 Completely completed the state's task of ecologically remediation of contaminated soil and groundwater.
