The illegal use of chemical substances as raw materials for drug production has become a major contributing factor to the proliferation of counterfeit and substandard medicines. At the national food and drug supervision conference held on January 30, Shao Mingli, director of the State Food and Drug Administration, emphasized that in 2008, stricter oversight would be implemented over the production and distribution of chemical raw materials used in pharmaceutical manufacturing. In collaboration with the Development and Reform Commission and other relevant departments, comprehensive investigations will be conducted into chemical companies involved in the production of pharmaceutical raw materials. These efforts aim to identify and address violations, formulate targeted regulatory measures, and intensify inspections on illegal production activities related to both raw drug materials and chemical substances.
Shao also highlighted the outcomes of a recent special campaign targeting drug-related violations. As part of this initiative, 27 licenses for pharmaceutical and medical device manufacturers were legally revoked, 157 drug GMP certificates were recalled, and more than 370 companies were ordered to halt production for rectification. Looking ahead, the food and drug supervision authorities plan to release the "Policy Plan for the Punishment and Prevention System 2008–2012." This framework aims to build a long-term mechanism for anti-corruption education, establish an institutional system to combat corruption and promote integrity, and implement monitoring mechanisms to ensure transparency and accountability in the operation of power within the sector.
These measures reflect a broader commitment to enhancing regulatory oversight, ensuring public safety, and restoring trust in the pharmaceutical industry. By addressing the root causes of illegal practices and strengthening enforcement, the government seeks to create a more transparent and reliable drug supply chain.
