The General Office of the Jiangxi Provincial Party Committee and the General Office of the Provincial Government recently issued an "Urgent Notice on Further Strengthening Safety Production and Enhancing the Ability to Respond to Unexpected Public Events." This directive marks a significant step in reinforcing safety protocols, particularly within the hazardous chemicals sector. Moving forward, the province will intensify its focus on industrial policies, licensing systems, and comprehensive safety oversight.
According to the notice, all new hazardous chemical projects must undergo strict market approval and adhere to the "three simultaneous" principle, ensuring that safety measures are planned, constructed, and put into operation concurrently with the main project. The establishment of new facilities for producing or storing hazardous chemicals must be approved by both provincial and local governments. For highly toxic chemical production and storage units, provincial government approval is mandatory, along with obtaining a safety production license as required by national laws, regulations, and industry standards.
Existing dangerous chemical enterprises are urged to apply for their safety production licenses before the end of the year. Those failing to meet deadlines will face closure or forced rectification. The notice also emphasizes that new chemical companies should avoid locating near urban areas, villages, or towns, and should not be scattered arbitrarily. It further prohibits the uncontrolled expansion of such facilities.
In addition, if existing hazardous chemical businesses fail to maintain adequate safety distances from surrounding communities or cause serious environmental pollution, relocation plans must be developed and implemented within a specified timeframe. The government encourages the development of advanced, resource-efficient, and environmentally friendly products with strong market potential, while simultaneously phasing out outdated, high-energy-consuming, and polluting products that no longer meet demand.
The notice also calls for intensified safety supervision, especially targeting risks associated with leaks of liquid chlorine, liquid ammonia, and liquefied petroleum gas, as well as accidents during the transportation of hazardous materials. All illegal operations and unauthorized sales channels must be strictly prohibited and dealt with according to law.
This comprehensive approach reflects the province's commitment to enhancing public safety, reducing risks, and promoting sustainable development in the chemical industry.
