Existing dangerous chemical enterprises are urged to apply for their safety production licenses before the end of the year. Those failing to meet deadlines will face closure or forced rectification. The notice also emphasizes that new chemical companies should avoid locating near urban areas, villages, or towns, and should not be scattered arbitrarily. It further prohibits the uncontrolled expansion of such facilities. In addition, if existing hazardous chemical businesses fail to maintain adequate safety distances from surrounding communities or cause serious environmental pollution, relocation plans must be developed and implemented within a specified timeframe. The government encourages the development of advanced, resource-efficient, and environmentally friendly products with strong market potential, while simultaneously phasing out outdated, high-energy-consuming, and polluting products that no longer meet demand. The notice also calls for intensified safety supervision, especially targeting risks associated with leaks of liquid chlorine, liquid ammonia, and liquefied petroleum gas, as well as accidents during the transportation of hazardous materials. All illegal operations and unauthorized sales channels must be strictly prohibited and dealt with according to law.
