The General Office of the Jiangxi Provincial Party Committee and the General Office of the Provincial Government recently issued an "Urgent Notice on Further Strengthening Safety Production and Enhancing the Ability to Respond to Unexpected Public Events." This directive aims to reinforce safety standards, particularly in the hazardous chemicals sector, and improve emergency response capabilities across the province.
In the coming period, Jiangxi will focus on refining industrial policies, tightening licensing systems, and enhancing safety supervision within the hazardous chemicals industry. The notice emphasizes that all new hazardous chemical projects must undergo strict market approval and comply with the "three simultaneous" system, which requires safety facilities to be designed, constructed, and put into operation alongside the main project.
New production and storage facilities for hazardous chemicals must receive approval from both provincial and district governments. For highly toxic chemical production and storage enterprises, provincial government approval is mandatory, followed by the application for a safety production license according to national laws, regulations, and technical standards.
Existing dangerous chemical enterprises are required to apply for a safety production license by the end of the year. Those failing to meet deadlines or not completing necessary rectifications will face closure. Additionally, new chemical companies are advised to avoid urban centers, villages, and towns, as well as areas upwind of residential zones. The notice also prohibits the uncontrolled expansion of such facilities across the region.
If existing hazardous chemical businesses do not maintain the required safety protection distances from surrounding communities or cause serious environmental pollution, they must develop relocation plans and implement them within a specified timeframe. The government encourages the development of advanced, resource-efficient products with strong market potential, while restricting or eliminating outdated, high-energy-consuming, polluting, and saturated-market products.
The notice further mandates that safety regulatory authorities and relevant departments should prioritize the prevention of accidents involving liquid chlorine, liquid ammonia, and liquefied petroleum gas, as well as incidents related to the transport of dangerous chemicals. It calls for enhanced oversight and the legal elimination of all illegal operations and unauthorized sales outlets.
