On August 16th, Secretary-General Deng Maicun chaired a leading group meeting for the “National Major Scientific Instruments and Equipment Development Special Project†project recommendation work. The meeting decided that the Chinese Academy of Sciences selected 20 major scientific and technical department major equipment and equipment development projects for organization and planning, of which the top 10 were to be declared as projects of this year, and the other 10 were further improved as next year's projects and reported to the Ministry of Science and Technology in November.

The meeting listened to the Financial Bureau's briefing on the “Special National Scientific Instruments and Equipment Development Project†of the Ministry of Science and Technology, and reviewed the proposal for the major equipment and equipment development project of the Ministry of Science and Technology of the Chinese Academy of Sciences. The meeting decided that the Chinese Academy of Sciences selected 20 major scientific and technical department major equipment and equipment development projects for organization and planning, of which the top 10 were to be declared as projects of this year, and the other 10 were further improved as next year's projects and reported to the Ministry of Science and Technology in November.
In order to enhance the innovation capability of China's scientific instruments, on the basis of the pilots of the Chinese Academy of Sciences, this year, the Ministry of Science and Technology and the Development Fund Committee respectively set up special funds to support the research and development of major scientific instruments and equipment. Different from the previous national project organization model, the R&D of the major equipment and equipment of the Committee and the Ministry of Science and Technology takes the legal responsibility system of the project entity, and gives full play to the organizational role of the competent department. The project is planned by the competent department and recommended afterwards, and no application is accepted. The fund project was started in April and an annual special program of 500 million yuan was set as a pilot. This year, it is only open to the Ministry of Education and the Chinese Academy of Sciences; the Ministry of Science and Technology project was launched at the end of July, and an annual funding of 800 million yuan was allocated. This year it will be used as a pilot for 15 projects. The department (local) limited recommendation, the number of projects recommended by the Chinese Academy of Sciences and the Ministry of Education is 10 each year.
The meeting requested the Finance and Accounting Bureau and various professional bureaus to continue to strengthen communication with the Ministry of Science and Technology, do a good job in the organization of the project before the implementation of the plan to modify, budgeting and expert argumentation. Director-General Liu Minghua of the Foundation Bureau, Director Tian Jing of the High-tech Bureau, Director Fan Weiming of the Capital Bureau of the Environment, Deputy Director-General of the Bureau of Biological Resources Su Ronghui and Deputy Director Cao Ning of the Planning Department attended the meeting.
