Preliminary research shows that: "three rates" of agricultural machinery supervision is not enough to force

In order to effectively implement the state's requirements for agricultural machinery safety supervision, we have a comprehensive understanding of the national licensing rate, inspection rate, and license rate of agricultural machinery safety supervision, summarizing the work measures, effectiveness, and experience of improving the “triple rate” across the country and analyzing the main Problems and constraints, and put forward the next steps of thinking measures and policy recommendations, the Ministry of Agriculture issued a "Notice on Launching Special Investigation on the "Three Rate" of Agricultural Machinery Safety Supervision." In accordance with the notification requirements, the Nanjing Institute of Agricultural Mechanization of the Ministry of Agriculture organized special research groups to organize relevant research work on the relevant departments of agricultural machinery supervision in 33 provinces (municipalities directly under the Central Government) or regions of the country, and investigated local areas in 2008, 2009 and 2010. In the "triple rate" situation of tractors and combine harvesters, various localities have adopted a series of measures to improve the "three rates", but according to the survey data, the effectiveness of "three rates" is not effective.

According to statistical data from the survey, from June 2008 to June 2010, the average licensing rate of national agricultural machinery was 42.75%, 46.53%, and 41.96%, respectively; the annual inspection rates were 54.72%, 59.13%, and 45.93% respectively; the driving license rates were 40.28%, 42.47%, 40.68%. In the past three years, the average level of "three rates" for agricultural machinery safety supervision was 43.75%, 53.26% and 41.14%, which were at a relatively low level.

The survey report pointed out that the failure of “three-rate” supervision of agricultural machinery is an important factor in triggering agricultural machinery safety accidents. The survey found that the causes of agricultural machinery accidents are roughly as follows: unlicensed driving, no annual inspection, no renewal inspection, unlicensed driving, drunk driving, illegal loading, speeding and overloading, operational errors, malfunction of equipment, incomplete facilities, etc. Among them, the “three rates” of agricultural machinery safety supervision directly related to unlicensed driving, non-annual inspection, non-replacement verification, and driving without a license. The number of agricultural accidents caused by these four types of causes was 137, 63, 18, and 233, respectively, accounting for 36.76 %. It can be seen that the safety supervision of agricultural machinery should be continuously strengthened, and the “three rates” should be effectively promoted, and it is very important to prevent the occurrence of agricultural safety accidents.

The report pointed out that the main reason for the low “third rate” is that the main body and road rights of agricultural machinery safety supervision are not clear enough; the issue of third party liability insurance for tractors is more prominent; the lack of retirement and renewal systems, some of the agricultural machinery are out of service, and the management system is diversified. Insufficient; the farmer's ideological awareness is not enough; there are seven reasons for the failure of agricultural machinery accidents, missing reports.

The report also put forward ideas and countermeasures for improving the "three-rates" development, and believed that we should improve our understanding, effectively enhance our sense of responsibility and mission to do a good job in supervision of agricultural machinery safety, improve laws and regulations for safety supervision of agricultural machinery, and strengthen the law enforcement norms; “Inconsistency, improve agricultural insurance policies; strengthen supervision to ensure safe production of agricultural machinery in important seasons; the government steadily increases the financial investment in agricultural machinery safety supervision funds, and gradually cancels agricultural machinery supervision fees; implements tractor scrapping and renewal policies as soon as possible; and rectifies according to law to ensure that agricultural machinery accident data are reported to the real world. And to further increase publicity efforts to enhance agricultural machinery production safety awareness and other eight aspects.
